Education Financing and Management at Local Government Level

Pilot study “Education Financing and Management at Local Government Level” was conducted by the Education Economics Unit in 2011/2012. The analyses were based on 4 independent information sources: desk research, quantitative research, individual indepth interviews and public statistical information databases.

The main objective of the research was to find answers to a number of research questions, grouped in the following thematic blocks:

• Planning in the sector of education and its limitations
• Cooperation of local governments with other institutions within the educational policy
• Budget planning and budget process in education
• Determinants of public expenditure on education
• Management tools the educational policy.
